Does the South East regional government provide free money from government grants?

Government grants provide money in South East for small business needs, but it is not free money. Grants are free to apply for, and they do not need to be paid back, but they are not a free hand out because there are terms that must be met for each programme to apply, and the money awarded in grant programmes must be spent in accordance with the stipulations of the grant. The money is awarded to one person per grant, and that person is selected from the pool of applicants by the merit of their proposal.
