May not for profit companies use small business government grants?

It is possible the British government has made some of its small business grants available for use by not for profit companies, but in general only normal, profit earning small business ventures may apply for small business government grants. This is because small business grants are intended to help the economy by helping eligible small business owners. A not for profit, by definition, will not offer this benefit to the economy and so it will most likely have to look for more charity and altruism oriented grants that may be provided by the government.
